Summary
According to Kazinform, representatives from Kazakhstan's and China's transportation sectors held a meeting at the Khorgos International Border Cooperation Center on November 5–6 to discuss issues related to international road transport. Following negotiations, the two sides reached the following consensus:
From November 6 to 12, China will provide Kazakhstan with a quota of 15,000 transport permit forms. Based on the seven-day implementation results, Kazakhstan's transportation companies' actual daily needs will be determined. According to the data obtained, permit quotas will be issued daily in the future.
Both sides plan to gradually transition, starting from 2026, to a system that issues license quotas without quantity restrictions (i.e., with no cap). At that time, all vehicles entering China through the electronic queuing system will automatically receive permission to pass, provided they have not violated Chinese law.
Notably, in 2024, Kazakhstani transport companies utilized a total of 228,000 Chinese-issued transport permits. So far this year, they have already obtained and used more than 230,000 permits.
